The Hartford County incident took place in in Manchester around 4:15 p.m., Tuesday, April 12.

Joseph Murrell, age 53, of Hartford, was arrested after police responded to a bus stop on Slater Street for an indecent exposure complaint, said Lt. Ryan Shea of the Manchester Police.

Murrell was reported to have been exposing his genitals at the bus stop, Shea said.

When officers arrived they learned Murrell had boarded a transit bus heading to the Shoppes at Buckland Hills, he added.

Additional officers began to check the area of the mall and located Murrell lying on a bench outside of the Macy’s men’s store, Shea said.

An officer attempted to speak to him and Murrell immediately fled on foot. When the officer attempted to detain him, he resisted and pulled away. Another officer in the area closed in on Murrell who continued to flee in the parking lot of the mall. A taser was deployed and Murrell was ultimately taken into custody, Shea added.

Murrell has been charged with:

  • Public indecency (2 counts)
  • Breath of peach (2 counts)
  • Interfering with a police officer
  • Possession of drug paraphernalia
  • Criminal mischief

Murrell was held on a $10,000 bond.
